President Ferdinand Marcos Jr. on Tuesday, December 9 announced that the Court of Appeals (CA) has issued a freeze order on the bank accounts and assets of Benguet Rep. Eric Yap, ACT-CIS Rep. Edvic “Eddie” Yap, Silverwolves Construction Corporation, and Skyward Aviation Corporation amid an intensified investigation into alleged anomalies in flood control projects.

In a video statement released on his social media channels, Marcos said the order aims to secure potentially illicit assets while authorities complete their probe. He emphasized that the step was necessary to ensure accountability in what he described as a major misuse of public funds.

Marcos detailed the extent of the freeze order: 280 bank accounts, 22 insurance policies, three securities accounts, and eight aircraft—including planes and helicopters associated with Skyward Aviation.

According to the President, Silverwolves Construction Corporation received more than ₱16 billion in transactions from 2022 to 2025, with most of the projects linked to DPWH flood control contracts.

Marcos said both the company’s accounts and those of Skyward Aviation are included in the freeze order. The personal accounts and assets of the lawmakers and individuals tied to the investigation are likewise covered.

He said securing these assets was essential to prevent their disposal or concealment while the investigation proceeds.

“Kailangan natin ang mga freeze order na ito para hindi maibenta ang mga ari-arian at para maibalik natin sa ating mga kababayan ang bawat pisong pinaghihinalaang ninakaw,” Marcos said.

The President also disclosed developments involving DPWH personnel in Mindanao. He said eight DPWH employees in Davao Occidental have already written to authorities expressing their intent to surrender to the National Bureau of Investigation (NBI) in connection with the cases they face.

“Magpapatuloy ang imbestigasyon, magpapatuloy ang pagpapanagot, at titiyakin ng pamahalaan na ang pera ng bayan ay maibabalik sa taumbayan,” he said.
