The Marcos administration’s proposed 2027 national budget sets aside ₱73.67 billion to fund the higher subsistence allowance for all 583,000 military and uniformed personnel, on top of a 5% base pay increase and a ₱2,000 monthly personnel economic relief allowance for all government workers, Budget Secretary Kim Robert De Leon said Saturday.
De Leon explained the details in an interview on DZRH News program Special on Saturday on September 5, as part of the DZRH SONA 2026 Series featuring the Department of Budget and Management (DBM).
He said the 5% base pay increase is the fourth tranche of the salary increase mandated under a presidential Executive Order, covering all military and uniformed personnel including the Armed Forces, Philippine National Police, Bureau of Fire Protection, Bureau of Jail Management and Penology, and Philippine Coast Guard.
“Kasama sila sa ating second tranche ng adjustment ng base pay. Pareho sila ng benepisyo,” De Leon said, clarifying that while MUPs and civilian employees follow different salary schedules, both receive the same 5% increase under the same Executive Order.
He said the subsistence allowance was raised to ₱350 per day starting this year 2026, up from the previous rate, and this higher rate continues into 2027, with the ₱73.67 billion covering the full-year cost of the increased daily subsistence for all 583,000 military and uniformed personnel.
De Leon said the ₱2,000 PERA monthly allowance is also sustained in the 2027 budget for all MUPs and civilian government employees alike, forming part of the complete compensation package the administration has built for uniformed service.
He added that MUPs also continue to receive their clothing allowances, with initial clothing allowance provided to new entrants including cadets at the Philippine Military Academy and Philippine National Police Academy.
The President’s Budget chief said the combined package of base pay increase, higher subsistence allowance, and sustained allowances reflects President Marcos’ recognition that the men and women defending the country’s sovereignty and maintaining peace and order deserve tangible improvements in their quality of life.
