Manila First District Councilor Joaquin Domagoso announced on Wednesday, August 13, that the City Council has approved three resolutions authorizing Mayor Francisco “Isko Moreno” Domagoso to enter into agreements with the Department of Social Welfare and Development (DSWD) for the implementation of key programs aimed at addressing food security, disaster preparedness, and livelihood opportunities.

The resolutions cover Project Binhi, the Relief Prepositioning Program, and the Pamilya Para sa Bagong Pilipinas initiative—all of which are expected to benefit vulnerable sectors and improve access to government services in Manila.

Under Project Binhi, the city will be able to roll out urban gardening projects and livelihood training targeting beneficiaries of the Pantawid Pamilyang Pilipino Program (4Ps), solo parents, persons with disabilities (PWDs), senior citizens, and informal settlers.

“Magkakaroon ng urban gardening at livelihood training para sa ating mga kababayan na nasa vulnerable na sector,” Councilor Domagoso said.

The Relief Prepositioning Program, meanwhile, would establish a stockpile of relief goods within the city to ensure faster distribution during disasters and emergencies.

“Magkakaroon ng imbakan ng relief goods sa mismong lungsod para siguradong mabilis ang ayuda sa oras ng sakuna,” the councilor noted.

For its part, the Pamilya Para sa Bagong Pilipinas program aims to introduce a new referral system to streamline the delivery of aid and services directly to residents, eliminating unnecessary bureaucratic steps.

“Magkakaroon ng bagong referral system para direkta at walang pasikot-sikot ang pag-abot ng serbisyo at ayuda,” Councilor Domagoso explained.

Recognizing the importance of the measures, Councilor Domagoso said the city is taking concrete steps to become disaster-ready, economically resilient, and free from hunger.

“Isang mahalagang hakbang po ito para gawing handa sa sakuna, matatag sa kabuhayan, at ligtas sa gutom ang ating lungsod,” he added.
