An OCTA Research survey showed that a majority of Filipinos said their district representative is doing a good job, while 27% disagreed and 9% said they could not say.
The Tugon ng Masa survey, conducted from July 4 to 11, 2026, found that 64% of respondents expressed approval of their district congressman’s performance. This is higher than the 38% trust rating and 37% positive performance rating given to the House of Representatives as an institution.
Regional results varied, ranging from 82% in the Negros Island Region and 75% in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM), to 57% in Region IV-A and 55% in Region XIII.
“The regional variation (from 55% in Region XIII to 82% in the Negros Island Region) indicates that satisfaction with district representation is not a uniform national mood but a locally contingent one, shaped by factors this survey was not designed to isolate — among them, the visibility of a representative’s constituency work, local political conditions, and the competitiveness of the most recent electoral contest in each district,” OCTA said.
By island group, the highest share of respondents who said their district representative is doing a good job came from the Visayas at 68%, followed by Mindanao at 65%, Balance Luzon at 63%, and Metro Manila at 60%.
The survey also showed that socio-economic Class E gave the most positive assessment of their district representatives at 72%, followed by Class D at 63% and Classes A, B, and C at 62%.
OCTA’s survey used face-to-face interviews with 1,200 respondents aged 18 and above. It has a ±3% margin of error and a 95% confidence level.
