President Ferdinand R. Marcos Jr. has approved a one-time Service Recognition Incentive (SRI) of up to ₱20,000 for government employees in 2025 to recognize their contributions to national development goals and the administration’s socioeconomic agenda.
Under Administrative Order No. 40 dated December 11, the incentive covers civilian personnel in the Executive branch, including employees of national government agencies, state universities and colleges, and government-owned or -controlled corporations, regardless of whether they hold regular, contractual, or casual positions.
The order also includes military personnel of the Armed Forces of the Philippines and uniformed personnel of the Philippine National Police, Bureau of Fire Protection, Bureau of Jail Management and Penology, Philippine Public Safety College, Bureau of Corrections, Philippine Coast Guard, and the National Mapping and Resource Information Authority.
Payment of the SRI shall be made not earlier than December 15, with the order citing government employees’ role in advancing the Philippine Development Plan 2023–2028 and the President’s 8-Point Socioeconomic Agenda.
For national government agencies, SUCs, and military and uniformed services, the incentive will be sourced from available personnel services funds under the 2025 General Appropriations Act, or from maintenance and other operating expenses if necessary and allowed by budget rules.
Government-owned or -controlled corporations will charge the SRI to their approved 2025 corporate operating budgets, while constitutional offices with fiscal autonomy may grant the incentive subject to the availability of their own personnel services funds.
Local government units, including barangays, may also grant an SRI of up to ₱20,000 based on the decision of their respective sanggunians, financial capacity, and personnel services limits under the Local Government Code, while local water districts may extend a uniform amount set by their boards.
To qualify, employees must still be in government service and have rendered at least four months of service as of November 30, 2025, with those serving less than four months receiving a pro-rated amount, provided they have not received any additional year-end benefit beyond those authorized by law.
