Former Ako Bicol Rep. Zaldy Co alleged that President Ferdinand Marcos Jr. instructed Undersecretary Jojo Cadiz to act as the lone courier for cash deliveries, directing him to bring money to 30 Tamarind Street, South Forbes Park, which he described as a drop-off site for funds intended for the President.

“Ayon pa kay Usec. Jojo, nang ipaalam niya ito sa Pangulo, ang utos sa kanya ng Pangulo ay mag-ingat at siguraduhing si Usec. Jojo lang ang maghahatid. Ang instruction po sa akin ni dating Speaker Martin Romualdez ay dalhin sa No. 30 Tamarind Street, South Forbes Park, at ibigay kay Usec. Jojo Cadiz, dahil ito raw ang drop-off point na malapit sa bahay ng Pangulo,” Co alleged in a video posted on his Facebook page on Monday, November 24.

Co said Romualdez instructed him to personally bring the cash to the address, describing the process as a tightly controlled transfer chain involving presidential and congressional aides.

“Sinabi rin po sa akin ni Speaker Martin Romualdez na si PBBM ang nag-utos sa kanya na bilhin ang bahay sa No. 30 Tamarind Street para gamitin bilang bagsakan at imbakan ng pera mula sa mga SOP collection at deliveries na para sa Pangulo,” he added.

He recounted that he personally delivered ₱200 million on December 2, 2024, followed by ₱800 million on December 5, 2024, with Cadiz receiving both amounts.

“Nung December 2, 2024, personal kong idineliver ang ₱200 million kay Usec. Jojo Cadiz sa No. 30 Tamarind Street, South Forbes Park. Ayon sa kanya, dadalhin daw niya ito sa bahay ng Pangulo sa No. 41 Narra Street, South Forbes Park,” Co said.

“Kasunod nito, noong December 5, 2024, muli akong nag-deliver ng ₱800 million sa parehong address at si Usec. Jojo Cadiz pa rin ang tumanggap,” he added.

According to Co, Cadiz told him that the funds were immediately transferred either to Marcos’ house on Narra Street or his newer residence in the same village.

“Sabi niya, iyon naman ay dadalhin sa bagong bahay ng Pangulo sa South Forbes Park,” he said.

Co said the two December drop-offs were part of a much larger pool of funds allegedly transferred from 2022 to 2025.

“Sa kabuuan, ₱1 billion pesos ang personal kong naihatid. Ako mismo ang nagbigay ng pera, kasama ang aking driver at mga tauhan, at lahat ito ay base sa direktang utos ni Speaker Martin Romualdez,” Co said.

“Diyan po nabuo ang kabuuang halagang ₱56 billion na ipinadala mula 2022 hanggang 2025,” he added.
