The Quezon City government on Monday, August 25 welcomed President Ferdinand “Bongbong” Marcos Jr.’s directive requiring all national agencies to secure permits from local government units (LGUs) before implementing infrastructure projects, saying such coordination is essential to avoid risks and disruptions.

In a statement, the city government called the order a “vital step” in ensuring that every government initiative is responsive to local needs and consistent with community safety.

President Marcos’ directive, the Quezon City government said, strengthens the spirit of the Local Government Code, which mandates meaningful participation of LGUs in projects that directly affect their constituencies.

“Such coordination is particularly critical for infrastructure projects, where poor planning may lead to community disruption, displacement, or unintended risks,” the statement read.

It added that aligning projects with city plans also safeguards the efficient use of public funds derived from taxpayers.

The Quezon City government noted that it had institutionalized this practice even before the national directive through City Ordinance No. SP-2939, S-2020.

The ordinance requires national agencies, offices, and corporations to coordinate with the city before implementing projects within its jurisdiction and to secure a Certificate of Coordination from the Office of the Mayor prior to the issuance of permits.

The city government explained that the process ensures public consultation, consistency with long-term strategies such as the Drainage Master Plan, and protection of citywide systems.

The city’s drainage master plan would also serve as a safeguard against potential overlaps or risks that could result from uncoordinated project implementation.

“Quezon City remains a steadfast partner in advancing national development. At the same time, true progress is built on mutual respect and cooperation between national and local governments,” the statement read.
