The Manila City Council on Thursday, October 16, moved decisively to suspend one of its members for misconduct following allegations of harassment, marking one of its swiftest disciplinary actions in recent years.
Through Resolution No. 393, the 13th City Council, under Vice Mayor Chi Atienza’s leadership, imposed a 60-day suspension on Councilor Ryan Ponce after finding merit in the complaint raised by Councilor Eunice Castro.
The action came just a week after Castro delivered a privilege speech on October 9 detailing her allegations against Ponce.
The Committee on Ethics, chaired by Councilor Atty. Jaybee Hizon, conducted hearings and submitted its report recommending the maximum penalty allowed under the council’s internal rules.
Atienza, as presiding officer, ensured the process was “both fast and fair,” noting that the decision reflected the council’s commitment to due process and accountability.
“Let this serve as a clear signal that this council takes its duties and ethical standards with seriousness and due process,” Atienza said in a statement.
“This is also a reminder to everyone that this kind of complaint should not be taken lightly.”
The council likewise approved the reorganization of all committees where Ponce previously served.
In its report, the ethics committee said it “finds credence to the allegation” made by Castro, emphasizing that while Ponce had issued an apology, public officials must still be held accountable for their actions.
Hizon explained during the session that the 60-day suspension was the highest penalty permitted under the body’s rules, as the complaint originated from a privilege speech rather than a formal verified complaint under the Local Government Code.
“The City Council can only impose those penalties which are found inside of our internal rules of procedure,” Hizon said.
He added that elected officials are held to higher ethical standards by virtue of the public trust placed in them.
“We are required to act in accordance with the proper ethical standards, not only inside the four corners of this session hall but also outside. Ang responsibilidad po natin na maging ehemplo po sa ating mga residente ay hindi po natatapos sa paglabas sa ating session,” Hizon said.
Under the resolution, the 60-day suspension will take effect 15 days after Ponce receives the official notice. The City Council reiterated its commitment to uphold ethical conduct among its members and maintain public confidence in the integrity of Manila’s legislative body.
