Manila City Mayor Francisco “Isko” Moreno Domagoso has ordered a price freeze on basic commodities in all public markets under the supervision of the city government, as part of precautionary measures ahead of Super Typhoon Uwan.

In an emergency Facebook Live broadcast on Sunday afternoon, November 9, Domagoso said he has directed City Administrator Atty. Eduardo “Wardee” Quintos XIV to implement the order to prevent profiteering and protect consumers from sudden price hikes.

“I have ordered our City Administrator to issue a price freeze on basic commodities in all markets under the City of Manila,” Domagoso said.

“This is to protect our consumers and ensure that no one will take advantage of the situation while the city braces for the effects of the typhoon,” he added.

In compliance with the mayor’s directive, Quintos issued a memorandum dated November 9, 2025, addressed to the Market Administration Office, placing a price freeze on essential goods pursuant to Republic Act No. 7581 or the Price Act, as amended by RA No. 10623.

The memorandum, citing the recommendation of the National Disaster Risk Reduction and Management Council (NDRRMC), orders that prices of basic necessities in Metro Manila remain at prevailing levels or under automatic price control for a period of up to 60 days.

The directive covers rice, corn, root crops, bread, eggs, potable water, milk, fruits, vegetables, instant noodles, coffee, sugar, cooking oil, salt, soap and detergents, firewood, charcoal, household liquefied petroleum gas or LPG, kerosene, candles, and essential medicines identified by the Department of Health (DOH).

It also strictly prohibits hoarding, profiteering, and selling goods at grossly excessive prices, warning that such acts are illegal under the Price Act.
