U.S. President Donald Trump faced pushback from within his own party on Thursday, January 8, as Republican lawmakers broke ranks to advance Democratic-backed measures on healthcare and to curb his authority over military action in Venezuela.

In the House of Representatives, 17 Republicans joined Democrats in a 230–196 vote to pass legislation restoring expired Affordable Care Act (ACA) subsidies, known as “Obamacare,” a move that would reverse coverage price hikes affecting millions of Americans.

The subsidies, which expired at the end of 2025, had benefited 24 million people, and their restoration would lead to 6.2 million additional enrollees at a cost of $80.6 billion over 10 years, according to the nonpartisan Congressional Budget Office.

“This amounts to a striking victory for Democrats,” news agency Reuters reported, noting the vote also marked a rebuke to House Speaker Mike Johnson after last year’s 43-day government shutdown over the same issue.

Democratic leaders described the vote as politically decisive ahead of the 2026 elections, with Senate Majority Leader Chuck Schumer saying, “Democrats are going to make healthcare and the high cost of living the number one issue for all of 2026.”

Republicans opposing the measure argued it would continue subsidies for higher-income Americans, with Representative Jason Smith saying the bill “means 93% of enrollees will still retain very generous subsidies” even without extension.

In the Senate, a handful of Republicans joined Democrats in a 52–47 procedural vote to advance a war powers resolution that would bar Trump from further military action against Venezuela without congressional authorization.

The vote came days after U.S. forces captured Venezuelan leader Nicolás Maduro in a raid, even as Trump told the New York Times that U.S. oversight of Venezuela “could last years” and that Washington would “rebuild it in a very profitable way.”

Trump lashed out at the Senate vote in a social media post, saying, “Republicans should be ashamed of the Senators that just voted with Democrats in attempting to take away our Powers to fight and defend the United States of America.”
