Manila City Mayor Francisco “Isko Moreno” Domagoso reported a 9.2% increase in the crime solution efficiency rate of the Manila Police District (MPD), crediting the improvement to the city’s intensified campaign for law and order during his first 100 days in office.
“Maliban sa kalinisan at kaayusan, ang pagsugpo sa krimen ay ating tinututukan,” Domagoso said in his 100 Days Report on Wednesday, October 8, at the San Andres Sports Complex.
“Kaya naman tumaas ng 9.2% ang crime solution efficiency ng Manila Police District. Ibig sabihin nito, mas nahuhuli po natin mga perpetrators ng krimen ngayon compared sa previous months.”
The Mayor said the improvement reflected his administration’s broader goal of creating a “street-smart government,” one that implements change not only through policies but through concrete, visible results at the community level.
“That is why we began our term with a ground war, of hitting the ground running after crooks, and hitting the streets cleaning it, lighting it, and clearing it of obstructions,” Domagoso said.
He emphasized that safety, order, and cleanliness are the foundations of investor and citizen confidence.
“Streets rid of garbage. Streets free of crime. Streets lighted at night. Streets where commerce and traffic can co-exist,” he said.
“Bakit ito ang focus natin? Simple lang. To show proof of concept. That Manila is now under new management, one that makes sure that laws are implemented, rules are followed, basic courtesy is extended, problems are solved, and complaints are acted upon,” he added.
Domagoso said the crackdown on petty and street-level crimes sends a strong message that the city government is serious about restoring discipline and order.
“Hindi tayo uunlad kung walang pakundangan ang paglabag ng batas, lalo na kung ginagawa ng tanghaling tapat sa gitna ng karamihan,” the Mayor said.
He warned that allowing minor crimes to become commonplace erodes public confidence in government.
“There are no big crimes or small crimes. There is only crime,” the Mayor said.
“Kung hindi masugpo, ano na lang ang ikakantyaw ng mga gustong mamuhunan sa ating lungsod? Kung ang mga tolongges hindi natin masugpo, paano na kaya ang totoong tulisan?” he warned.
The Mayor’s anti-crime campaign is directly linked to his “Make Manila Great Again” governance model, which emphasizes visibility, consistency, and discipline.
“Ang torre ng City Hall ay hindi ivory tower ng alkalde nito. Ang alkalde ay nakalabas sa lansangan, hindi nakaposas sa kanyang upuan,” Domagoso said.
“May gobyerno na sa Maynila — 24/7. As we proclaim to the world that Manila is now open for business, we also make it clear that it is now closed to crime,” he said.
